Made with Alloy 430 stainless steel. This alloy will rust if left wet. The rust can be rubbed off with a cloth.
These washers are slightly dished. They are also shipped with the residual cutting lube on them - so the package will appear dirty. You can clean this off by wipping them with a cloth, tumbling or by washing in hot soapy water and drying immediately.
